Agree completely.

Exactly how do you accomplish this since it is NOT proper to stock patches.
The patch for the rank the Scout has earned, technically, cannot be
purchased until after the BOR, so it would be real difficult to hand it to
him that night. I know there are all sorts of ways AROUND this, but just
thought I would remind everybody of the rule.

This is fine, again assuming you have properly obtained the patch.
Otherwise, I would still recognize the accomplishment and give him the
patch as soon as you got it - without any public ceremony. Of course, all
Scouts who advanced since the last CoH are recognized AGAIN at the CoH.
