Monthly BoR ensures the Scouts advance immediately after completing the
requirements and SM conference. The Scout should receive his rank patch the
night he passes the BoR, or the next meeting, in keeping with the BSA
immediate recognition policy. The Committee should also be reviewing Scouts
who are not advancing to determine why. BoR is not just for advancing
Scouts. Waiting till just before a Court will not give these Scouts the
support they need.

3 or 4 Courts per year? Depends on what is good for your unit. Any less
and you can't use the Quality Unit requirement for Courts of Honor.

A hard fast rule? Well, I heard someone say that "Scouting ain't an exact
science..."
