The BoR are used to encourage advancement, for those not advancing.
Also, they are a "quality control" check on the operation of the troop:
the BoR asks how things are, and how they can be improved.
Too many BoR are only conducted for scouts who expect a rank advancement
at the next CoR. That is only one of the reasons for a BoR.
