When you attended training (Scoutmastership Fundamentals)
they should have emphasized the importance of allowing Scouts
to advance at their own rate and the importance of immediate
recognition. When a Scout is ready to advance in rank, he should
not have to wait for a quarterly BOR to be advanced. A monthly
BOR gives the Scouts a schedule within which they may plan
their advancement efforts. Some Troops do their BOR's on
demand... that is how we used to do it.

Quarterly is the reccommended frequency of Courts of Honor
for the BSA advancement program. BSA has determined that
this is the best way to provide recognition for the Scouts! But
no-one is going to come revoke a charter because a Troop is
not always able to do a quarterly COH.
