Every Troop with whom I have ever been associated has had either
a Troop Committee Member performing as an Troop Advancement
Chairman.

His/Her function in most such Troops is to administer the Advancement
program of the Troop. And as the title implies, (Advancement Chairman)
many Troops have a subcommittee that is chaired by this person.

His/Her duties should include:
*Recruiting, registering and training Merit Badge
counselors... and maintaining a list of them so that the Scoutmaster and
his assistants can respond to a Scouts request for a councelor.
*Convening/Chairing Boards of Review, and training BOR members in how
to conduct one.
*Completing and submitting BSA Advancement Reports when there are
advancements in the Troop, purchasing/ordering the badges (preferably
within a week of sign-off so that Scouts can be immediately recognized).
*Maintainence of Troop Advancement Records-this can be an opportunity
to learn about those computer advancement programs we all see discussed
occasionally on Scouts-L.
*Life to Eagle Transition- helping newly promoted Life Scouts to
understand the Eagle requirements and answering their questions
about the "process" of attaining Eagle Rank
*Serving as the Troop's representative on the District Advancement
Committee.
*Other such advancment duties as may be assigned by the Troop Committee
or his/her own initiative.

All of the above may be delegated by the Advancement Chairman to
members of his advancement committee. And of course it is very
important for this person to be proactive, so as to relieve the
Scoutmaster from advancement burdens thereby allowing him to be
free to "work with the boys".

Our Troop does delegate some of these responsibilities. We have
a "Life to Eagle" committee member (former Scoutmaster). And
three other Committee members share most of the remaining functions,
but the Advancement Chairman oversees the overall advancment
program of the Troop.
