advancement chair

I would like to know if this position, advancement chair, which is
present in one of the troops I am associated with, is an actual National
position. If it is, what are the requirements for it. The other troop
I'm with is having trouble with advancement, and also with CoH's, they
have an Eagle coming up soon. The responsibilities include at minimum,
planning CoH's, BoR's, and kicking some scouts into gear, I am thankful
for the last part since it is part of what pushed me to eagle.
