This is called the "national unit number" which may be DIFFERENT from
the "local unit number".

For instance, using the "notional" Cardinal Council, this would be the
unit numbers for units in the North District:

National Unit Number Council ID# Local Unit Number

206-01-T-1001 T-0001 Troop 1
206-01-P-3001 P-0001 Pack 1
206-01-E-5001 E-2001 Post 1
206-01-S-5001 S-4001 Ship 1*
206-01-V-7001 V-0001 Team 1

The National Unit Number is what is transmitted with any documents to the
Region/National. It is usually preceded by either the Region number or
two-letter abbreviation:

NR (or NE still accepted) North(east) Region 01
SR Southern Region 02
CR Central Region 03
WR (or WE still accepted) Western Region 04

(Utah):

All with four-digit NATIONAL unit numbers. Don't feel bad; the Direct
Service Council uses FIVE digits (the first one denotes the country within
the District as in

800-01-T-40001 for Troop 1, Panama Canal Zone

(There are about 55 "Troop 1"s in the Direct Service Council, whereby
it denotes the first Troop, Pack, Team, Post or Ship in that given county)
