53 Years Late!

A friend gave me the article clipping from a tabloid. It was about the 77
yrs old man who was finally became an Eagle Scout. It said he was drafted to
the WWII after getting some 23 merit badges in 1942. He later came back home
with the Purple Heart after being wounded. (the clipping said he joined the
Scouts at the age of 12 in 1930, which means he left the scouting for the war
at the age of 24, a hint of fake?) No one can become the Eagle Scout after
the age of 18 except of those mental retarded scouts.
Anyone knows this exception?
