In fact, there is a regulation that keeps non-registered people from wearing
the BSA uniform. It is the US Copyright law. The BSA uniform and all insignia
are copyrighted by the BSA. For other than registered members, express
permission to use these copyrighted items must be obtained from the BSA
prior to using them. It's not enforced often, but I do believe the BSA has
been known to take legal action against some people misusing our
uniforms and/or insignia.
