I have always (in a scouting setting) been taught, and also teach/preach
that after taps/lights out, noise should be kept to a low talk or a whisper.
I too, have experienced "horror" stories wherein folks set up camp within
a few feet of my tent at 2am, noisey, boisterous and generally discourteous.
But these were always groups other than Scouts.
I seem to recall that in the old Basic Leader Training, and in Scoutmastership
Fundamentals, that I have attended, issues such as noise and entering someone
esles campsite were discussed.
Don't folks "all over" do this?
