Tough question and I am not sure that there is any super correct answer.
One thing that I have seen worked a couple of times with pretty good results
is something like the following;
The unit leader called a meeting of all of the parents of the kids in the
unit on some pretext, and then after carrying on the meeting for some time
then asks all to take out their wallets or billfolds and leave them on the
table with him/her, and then follow someone else in to another building or
some other part of the building. At this point, most will refuse to leave
their billfolds behind.
The meeting leader then tell them, ok folks whats the deal here. You will not
leave your billfolds with me, but you have no problem with dropping off your
kids here with me to learn about Scouting, are you telling me that your
billfolds are a lot more important to you than your children are? What value
do you place on your children, if your children were important to you, I
would think that you should want to come to the Scout meetings with them and
be a part of their Scouting experience.
I have seen some people just take their kid and walk out, but most will
volunteer to help out with the Scout unit.
