Gaelic Wolf Scoutign Pages additions

Links have been added to the official Scouts Canda and BSA page sets.
The link to the BSA site is the "real" one that actually provides the
page set (they really ought to put the new URL on that test page they
tried out...)
There is a new page that deals with the recurring problem of graduating
(linking/going-up/crossing-over/bridging/what-have-you) from a junior
section and going somewhere other than where the senior section expects
you to. (Cub goes to a Troop other than the one he or she is "expected"
to - adults get all bent out of shape...). Iv'e tried to shed a little
light on how this happens and who should or should not feel as if they
are "expected" to apologise.
...of course, getting eleven new Scouts from a Pack that was
traditionally a "feeder" for another Troop helped provide us with some
fresh experience to draw from...
