One of your biggest problems in such applications is the flack you will get
from your local council because they will see it as competition for thier
dollars. If your local DE is a friend, he won't be after the SE lands on him
with both feet.
There is an additional problem with the fund raising guidelines but rules
will be the least of your worries.
