Switching members between dens

I was approached today by the parent from "the other den", asking if I
would consider moving their son to my den so he can be with his "best
friend" who happens to be in my den. I am "full" in that I feel 7 boys
at my small home is plenty. So it would require swapping someone out. I
have considered moving my own son to the other den, because as we all
know, our own child can be the most disruptive one. Does the group see
any benefit to doing this?
Particulars - The "best friend" in my group happens to be well liked by
all the boys in both dens. I have a younger son like that and sometimes
I feel like my younger son is being pulled apart by his "friends".
Anyone else have this experience? I'd like to protect my Scout from
this feeling of being pulled apart.
The Scout who would like to move to my den is my son's "best friend". My
son will feel slighted, no doubt, if he's moved out to another group.
My experience with my sons indicates that friendships at second grade are
still pretty fickle - we go a month or so playing almost exclusively with
one kid, then it's someone new for awhile. Is this usual?
My inclination is to limit moves based on who's friends with who, as
we've reached a certain chemistry (within a month or two of the school
year beginning, I might add) with both groups. I think moves should be
based on mutual agreement because of behavior problems that can't be
solved within one den, if it appears the move might be beneficial. Can
you think of instances where moving between dens might be beneficial?
