We in the Scouting movement must accept that Religous awards are
recognized by the Scouting Program, and as such are considered a part of
our program. however, the award comes not from the BSA, but the church
in which the youth practices his belief in a supreme being. The Pastor
as the youths counselor for the award, determines when the standard has
been met. Not someone in the scouting movement.
