From what I've seen on another list and other emails this varies WIDELY
depending on the council (and/or Service Unit). My wife's co-leader last year
was male (did it so his daughter could be in scouting, same reason as my Mrs)
This year she was the troop organizer for our new school and had a heck of a
time finding leaders. Sadly there's still girls on a waiting list. It is
preferred
that the primary leader be female (understandably) but they are in desperate
need
of leaders so they won't turn down a prospective male leader (this is why they
have the "Guy's in Green" training).
Talk to the troop's service-unit manager and if necessary go to the council
for clarification. While I'm not a leader, I am a registered "member of the
Girl
Scout movement" [from my registration card] and do help in the meetings from
time
to time and have taken the basic leader training. Because there needs to be 2
adults at all functions a number of meetings were NOT cancelled because I
happened
to be around. We have a Service Unit Manager that wishes she could get more
dads involved.
There are a lot of us guys behind the seens helping out where we can so
hang in there.
