That is exactly how I remember it and how we function. When a patrol gets
down as low as 7 or so we start reminding the PL that he is in need of new
members and needs to recruit from those who show up to join. If a patrol
of 7 has a couple of boys not show up it almost becomes too difficult to
function on a camping trip without everybody doing double duty and working
twice as hard.
We feel that we like to keep them near 10, will allow them to get to 11 or
12, but if it looks like it will grow much beyond that we think about
suggesting ways to "shrink" it.
