This is still true today. US officer ranks are:

Grade Insignia USA/USAF/USMC USN/USCG/NOAA/USPHS
O-1 Gold Bar 2nd Lieutenant Ensign
O-2 Silver Bar 1st Lieutenant Lieutenant (junior grade)
O-3 2 Silver Bars Captain Lieutenant
O-4 Gold Oak Leaf Major Lieutenant Commander
O-5 Silver Oak Leaf Lieutenant Colonel Commander
O-6 Silver Eagle Colonel Captain
O-7 Silver Star Brigidier General Rear Admiral (lower half)
O-8 2 Silver Stars Major General Rear Admiral (upper half)
O-9 3 Silver Stars Lieutenant General Vice Admiral
O-10 4 Silver Stars General Admiral

I just got back from a 4 day meeting in Washington where officers from O-1
thru O-9 were in attendence. Fortunately the "stars" only hung around to
make a keynote address and then they left so us working level types could
get on with the job.
