Sounds like an effective Troop Guide to me!!

The Troop can decide on which method is best....however,
you've already answered your question with the posting to us all....if he's
that effective, make him a member of the Patrol
(since, after all, he does eat and sleep with the Patrol, aids in
their organization and interacts with all of the Patrol members and the
Patrol Leader.
