First of all, congratulations to the young man and to the unit. As far
as special arrangements, these will vary by council. In our council,
the application must be submitted to the council office for
verification of the merit badges, dates for ranks, etc. After that
verification, the entire package is submitted to the District
Advancement Chairman who works with the unit's Scoutmaster or Committee
Chairman to set up the Board of Review. We normally have two
representatives from the District Advancement Committee and 2-4 from
the unit committee on an Eagle Board of Review.

Some sample Eagle Court of Honor scripts can be found on the Scouts-L
archive in the file EAGLETIP EAGTIP19. Just send e-mail to
listserv@tcubvm.is.tdu.edu with no subject and no signature. The body
of the message should be
GET EAGLETIP EAGTIP19 SCOUTS-L

There is a whole series of EAGLETIP files on the archive. They are all
interesting reading and you will probably find some useful information
there. Good luck.
