The concept is competition; I see no problem with this. I am in a small
city of about 15,000 with 6 packs and 4 troops. One pack & trooop are
closely connected. The Troops compete quite actively for the webelos from
the other 5 packs.

We invite all webelos to an open house in the fall and to a campout with us
in Febr. I tell them and their parents that they should "shop around" at
all the troops--that each one has a different personality and that they
should go whereever they feel comfortable.

This competition keeps us all on our toes.
