Troops have different personalities just as the boys do. The Webelos
should be encouraged to look around to find a troop which fits their
personality. Just because a troop and pack meet at the same place or
have the same sponsor is no reason to assume everyone should feed into
the same troop. If the troop has a good program, boys will find it. If
not, forcing Webelos to move into it is a disservice.
My concern in this area is when the whole Webelos Den moves to a troop
together. Maybe not all will fit into that troop. I really don't know
how to address this situation, but I do see some of this. We have had
better results when the den scatters a bit and boys go where they feel
comfortable. Unless the den is made up of really close friends who are
together all the time, it is normal for the group to split.
