Hornaday Conservation Award

Does anyone know the qualifications to receive the Hornaday Conservation
Award. My pack is embarking on a major conservation project in the Chesapeake
Bay area of Virginia and was told that our efforts may qualify us for this
award. Any info. is greatly appreciated.
Also, I saw a reference a few days past about Black Powder Days. I do not
know what this is but is sounds like fun.
