Advice sought

I have Junior Girl Scouts trying to finish their Sign of the World and they
need leadership projects. So we brainstormed and came up with a project for
each of them. One Scout, not known for her follow through, chose a money
earning project for a Senior Scout going on a Wider Op. so far her only
responsibility was to call me and lay out the project. That has not
happened yet (10 days and counting) and time is of the essence. If i give
her till her completion date, it will be too late for the $$$ to get to the
girl who needs to send it in. So now what -- I hate to see the Senior
Scout suffer, but how is this girl going to learn responsibility if she is
rescued or chastised. Advice/direction/suggestions????
