If this SM has a good program it behooves him to work closely with his
affiliated Pack to encourage the Webelos to come up to his troop. I am the
new ASM for a troop with an affiliated Pack. In the last six years only one
boy has bridged up to out troop from the pack ( a former Scoutmaster's son).
This year we began to take the intiative to go to the pack and strut our
stuff. We did not get any new boys this year, they had all committed to
follow older brothers, etc. before we started our recruiting program.
However, we have high hopes for next year, since we were able to recruit 4
new boys already with another 5 expecting to come up to us in April from
non-affiliated packs on the strength of our new scout program. This will
raise our membership from 10 to 19. Not bad for a 2 month old program!!

Besides, any adult leader dealing with youth programs has to understand that
if older brother (or sister) is already in a group the parents are going to
push the younger siblings to the same group just to ease transportaion problems.
