Michael,

We used to have this problem too. What we did was to remind everyone what
the required uniform was for meetings. Anyone that came to a Scout meeting
out of uniform was sent home! It's amazing how good someone can "remember"
to put on their uniform after a couple of times of being sent home. Please
note that this policy needs to apply to everyone, no exceptions.

Different troops have different policies on what is the required uniform for
meetings. If you don't have a clearly stated policy, make one, then enforce
it.
