The Girl Scout emblem is a registered trademark, so YES you have to have
permission to use it, but I think it only needs to come from council. But
then if her council is backing off and handing it to National I'd say she
needs National approval. Our council gives blanket permission to
Communtication volunteers to use the symbol, PROVIDED, we do not alter it
in anyway, use the all of it (including the words Girl Scouts), and are
using it for Girl Scout related items.
