With current and up to date training a person should 1) KNOW the
correct source of the current materails! and 2) Would know that
1 person alone, can not conduct the training, and it requires
help from SM, parents and a priest. 3) Would make sure the
program is conducted properly under the current guidlines so
that no applications are rejected at the review process.
And 4) would also know there is a lot that can be and needs
to be done to BE PREPARED, beofre you ask the scouts to buy
the books.

AND the problems with the awards being presented at any time
a scout earns the award, is that they have to be ordered.
Just like the books, they need to know how many scouts will
be 1) working on the award, and 2) expected to earn the award
by the April presentation date. If you have a council that
can afford to stockpile awards, then you could have the option
for presentation of the medal anytime. However, if the ceremony
is done nice, with the presentation of a certificate, the
purple and silver knot, and the scout pin/device, the medal
itself is not that more significant. I think the the major
deal with the Bishop, is the LARGE gathering of both BSA
and GSUSA, and the whole deal in the cathedral etc. After
all the purple knot, is what the scout wears every day.

Yes, there is a 'challenge' with coordination of all the people
involved, but proper training HELPS you to 1) Understand all
the proper steps required, and 2) Prevents some of the OBVIOUS
frustration when a person does not know even where to go or
who to ask.
