The Insignia Guide (which is the most up-to-date insignia "regulation") in
1995 has a diagram which places the Arrow of Light at "Left Pocket, Position
4". This is right underneight the current badge of rank as illustrated with
the First Class Badge.
If the badge of rank is correctly placed, which is in the center of the
pocket, the Arrow of Light badge will go right under it, with *just enough*
space on either side to spare.
