Local council are NOT allowed to interpret the rules as set forth in print
by National. In fact the executives and the council board are indeed charged
to UPHOLD the rules and regulations and charter and bylaws of the National
Council.
The reference --- once again ---- is not a debatable question -- see Guide
to Safe Scouting --- note, inside front cover note --- ..'bold face means
national rules...'
However - if you do not follow them, or an exec somewhere says ''ignore it''
keep in mind, the chartered org. will be held responsible --- BSA does not
come forth to defend what has been so clearly published and stated.
