He wears the following, no matter what uniform he wears later
(Cub, Boy Scout, leader):
a ONE YEAR pin (or a service star without a "1" in the center...they still
exist, but you have to really "look in the
bin" at your Council office to find one) with an ORANGE backing
(plastic disc) for his Tiger Cub service.
He wears also a THREE year pin with a YELLOW backing disc for
his Cub Scout service. On HIS registration anniversary, he
gets to change the "three" to "four" year, not on the date of
the chartering of the unit or on the anniversary of the
rechartering of the unit.
The year pins are PERSONAL SERVICE, not unit service, and therefore each
Cub, Scout and Scouter's length of service will
change, but not everyone at the same time. For example, on March 18th, each
year, I change my adult service year pin.
This is also found in that same Insignia Guide, although they
don't make it plain that the year pins are worn to denote INDIVIDUAL SERVICE
rather than UNIT SERVICE.

They should be, although it is totally up to the individual.
Also, they may be worn as an Explorer, again totally up to the
person as well as when your son continues his Scouting as an
adult.
The backing denotes the program group to which the year pin(s)
have been earned within.
