True. The REQUIREMENTS are listed in the Commissioners' Field
Manual, but the APPLICATION FORMAT is left to each local Council
to design, because this is considered a Council-level award, like the Bill
Spurgeon Exploring Award.
For instance, the Atlanta Area Council's application for the DCS is a
one-pager; the old Four Rivers (Ky) Council's application is a half-pager
and in the Bluegrass Council, there's not an application at all (yet; did
someone create an application
since 1993, Dan O'Canna?) for the award.
(Local Council awards do not need National approval, and the
applications, if any, are retained at the local Council office
for a set period of time. The DSC, COUNCIL Spurgeon, and there's
one other that escapes me right now, are considered "National Awards with
local Council implementation and approval" by the
Insignia and Uniform Committee.)
(Just remembered the other one...the old Exploring Achievement Award.)
I have both a descriptive form, copies of both applications, and
the exact criteria photocopied (can't say that "X" word, *grin*!)
which will be on the webpage later (hopefully, keep your fingers
crossed!) this week.
