Aren't you? There should be one "pair" for every eight to ten
Explorers due to the BSA's insistance that you should have two
adults present during overnight camping events. If you have female
members going, you need two females in addition to the two males.
It's stupid. We've talked about this here on Scouts-L back in the fall. But
because we all know that *somehow* things occur with only one adult, the
"dual-sexed" two-deep leadership makes sense.
The BSA's Safe Guide to Scouting (1995 version, page 4) states
the following with regard to your Post's plans:
"3. Safety rule of four:
No fewer than four individuals (always with the minimum of two
adults) go on any backcountry expedition or campout."
The rationale is that you have two sets of adults to "backup" each
other. If for some unforseen reason, someone gets injured, one
set goes with the injured person, and you still have that minimum
two-deep leadership behind.
This is part of the BSA's Exploring implementation of the YPP.

When was the last time and was this before or after the BSA's
Exploring YPP implementation? One of the biggest complaints I've
heard from Exploring leaders is that anytime we go out someplace
overnight, we have to have FOUR adults (two male, two female) if
we take even ONE female. "Want to kinda downplay having girls to
go if its that much trouble", said one Scouter.
The problem with only 1 female is that "someone" can say that that
female adult "have done something" with one of the males or females, and
there would not be another female adult to confirm or
deny it. Yeah, you have two males there....but the principle is
that the males "chaporone" the males and the females "chaporone" the females.

The way I've read the BSA's YPP is that you don't need to have
two female adults during meetings or nothing *overnight*, but
you need to have a female adult if you're going to have female
members present. The only time in which you need two female adults is when
your Post conducts any kind of overnight activity
or event.

Why can't you just get another female adult to come along? The
YPP says that the additional leadership DOES NOT HAVE to be
registered, so that means that a parent of one of your Explorers
can be that second female adult, or the wife or girlfriend of
one of the advisors can function as that second female adult.
Don't let the BSA's "handholding" rules keep you from enjoying
the program of the BSA, Utah. There's ALWAYS a way around it,
and in this case, it could be that you get someone that wants to
come along "for the ride" as that second adult. But please don't
try to camp without the neccessary adult "supervision". Things
"do happen" and you want to be able to at least say that "we had
two sets of adults, and unfortunatly, it happened anyway".
I hope that this makes what I've stated earlier a little clearer,
and that I've included where I got the information from.
