There is a *1995* version of both the Rules and Regulations as well as the
Charter and Bylaws, Kathie...but because I'm NOT on my Council's Executive
Board, I cannot "request a copy".
You read right...REQUEST a COPY. For some reason that I've
haven't a clue on, ANYONE requesting a copy of the Rules and Regs
or the Charter and Bylaws MUST request it through the Council
Scout Executive, and the SE must inform National whom is requesting it and
what position (and in one Council, why).
At one Council office, ALL of the Rules and Regs, the Charter and
Bylaws, and a couple other "major publications" have been taken
off the shelves, and a note explaining that those publications
are now "restricted to members designated by the Council Executive". When
asked why, I was told by the employee that this
is a "national thing".

Again, there's a newer version of these basic literature items,
newer than the 1993 version you have or the 1990 version I have
here at the homestead.

That's EXACTLY the same information I have in the inside cover of
my copies here. However, when I wrote Purchasing, requesting a
current copy of the booklets, they simply returned my funds along with a
statement that my Scout Executive MUST approve purchase of the booklets.
This ISN'T just a "Mike Walton" thing, Kathie. I've received four
notes from other Scouters wanting the same materials (all of
which, by the way, are NOT on the Council Exec Boards of their
Councils), after a previous conversion we've had here about
"critical books to have", and was told in person or by mail the
same things.
What are they doing in Chicago? Can you purchase a copy of each
from the Scout Shop {tm} there?

This is NEW, and something that I'm sure that lots of CRs don't
know about. We have a CR here in a county one away from here that is
serving as both CR AND as Committee Chair of a unit. I
understand the reasoning, but it goes against previous "practices". As you
and I both know, getting folks to work within
the PRESENT rules is a hard thing to do, especially when they've
been doing the "old way" for years on end.
What I stated earlier was that "the Chartered Organizational
Represenative (COR, coded on the forms as CR) CANNOT serve as
Advisor for his unit. He or she CAN serve in ANY other position
as a MULTIPLE as long as its NOT HIS OR HER UNIT. This is
consistant with what the Rules and Regulations say with regard to
Chartered Organizational Representative (one per unit, cannot be
the primary leader of that unit). How does that square with
the PRESENT version of those same Rules, Kathie?
So, again looking at my example, Vince (the president of the
communications firm which is chartering BOTH Troop and Post) CANNOT SERVE as
Advisor of Post 000 because he's the CR. However,
the woman that is serving as CR of the Troop CAN serve as Advisor
of the Post, because she's not representing that unit on the
District or Council level...Vince is.
There's not that many units that get THAT complicated, folks.
Most units have a problem just with getting enought people
to commit to being leaders or committeemembers of THEIR OWN
unit, let alone being "multiples" in several others too!!

I guess I'll have to see what the changes in your version says that is
different from the statement in my version. It clearly
states that the CR CANNOT be the Unit Leader *but does not state
that they cannot hold ANY other leadership or advisement position
in a unit...or in another unit*.

Yes, it does, and as always, I am appreciative to you for the
assist! It always does help when you have the "newest items"
but, as I stated earlier in this post, it also helps if the "Big
Publication House in the Sky" also helps by making those available
to "joe Scouter" without two pieces of paper and a handshake!
