Yep. That's right and a recent change. I based my answer on the fact that
those pros have served as volunteer leaders (in the case of the
pro/volunteer couple, they served as Cubmaster and Committee Chair for a
small Pack in addition to his professional duties. There are also some
professionals that have received the Award of Merit ONLY for their longtime
professional service to their Districts (in the immediate past). I have a
1991 version of the application here at the house.
Professionals still have to have their applications approved "up
the chain" before presentation.

That's a great point! Just because the folks that you thought
would "get it" this year didn't, doesn't mean that they are
ineligible for the award next year. Also consider some other
service awards for those Scouters as well.
