Here they are:
The Award of Merit is a COUNCIL AWARD presented by Districts or Exploring
Divisions.
The award is available to any registered Scouter who renders service of
an outstanding nature on the District or Division level.
The award is made annually on the basis of ONE award for each 25 units, or
fraction thereof, registered on December 31. The District/Division need not
present all the awards to which it is entitled to each year.
A nominee must be a registered Scouter.
A nominee must have rendered "noteworthy service to youth". The nature and
value of "noteworthy service" may consist of a single plan or decisions
that contributed vitaly to the lives of larger numbers of youth, or it may
have been given to a small group over an extended period of time.
The nominee should have contributed some type of service to youth outside
of Scouting as well.
Consideration should be given to the nominee's position and the corresponding
opportunity to render outstanding service beyond the normal expectations of
the position. The nominee's attitude toward and cooperation with the District
or Division and local Council should also be taken into consideration. The
nomination is confidential. To avoid possible disappointment, the nominating
committee should not advise the nominee of actions on his or her behalf.

These are the only requirements for the District/Division Award of Merit.
If these are different than what is posted here, your Council or District (or
someone within either) have added local requirements to these requirements.
Note please that there's not a "length of service" in order to be eligible.
It has been "tradition" however, that only Scouters with records of service
for five years or more above the unit level be considered for the Award of
Merit; also "traditionally", that since the award recognizes service by
registered Scouters, professional members of the District/Division are also
eligible for award. Their applications, however, must also be approved by
the National Director of Operations for the Chief Scout Executive at the
National Office.
