First, when you are talking PRIMARY registration, you are talking
about the critical positions neccessary to make an Explorer Post or Scout
Troop (or Cub Pack) possible. When I talk "primary"
positions, I refer to the position which they have paid money
toward, and which they receive information directly through
National as well as through the local Council (and which position
they are being CODED as).
FIVE, SEVEN if you have a Co-ed Post. The positions:
*Advisor
*Associate Advisor
Committee Chair
Committee Member
Chartered Organizational Represenative
(* indicates that if you have a co-ed post, add two female or
two male (depending on sex of other leader) to this roster.
In other words, you should have two males and two females as
advisor "teams" of the Post. This is not required of rechartering; it's
required if you are going to have any outdoor
activities -- and your Post SHOULD -- involving both males and
females.)
You can "squeeze" this downward to four or five, if you have
a situation like this:
Janice Moore and her husband Gene serves as Advisors to the Post.
Wendy and Steve Thep serves as Associate Advisors. Wendy also
serves as Committee Chair; Steve and Gene are multipled as Committee
Members. The COR of the Post is Janice and Wendy's boss, Vince Collins.
So, it could be possible that five folks work together to assume the seven
critical positions needed to make the Explorer Post a reality again.
However, this is the way it should appear on the charter:
CR Vince Collins
Combined Communications of Western Kentucky
CC Wendy Thep (Multipled as AA)
EA Janice Moore (Multipled as MC)
AA Gene Moore
AA Steve Thep

A Troop needs only THREE:
Scoutmaster, Committee Chair and one member (one which can also be the
Chartered Organizational Representative and the other can be multipled as an
Assistant Scoutmaster. FIVE is needed for a smooth operation, however).

Yes, he or she CAN do so, IF they have the time and the interest
and if the chartering partner of BOTH units says "okay". For
instance, the Scoutmaster of Troop 000 and the Advisor of Post 000
are one and the same. The same goes with the Committee Chair
of both Troop and Post. However, the Scoutmaster/Advisor has to
decide WHICH is going to be his or her PRIMARY ROLE in Scouting:
Advisor of an Explorer Post or Scoutmaster of a Scout Troop.
Once they decide on that factor, then that will dictate the
amount of program support they will receive and in which direction.

The President of Combined Communications of Western Kentucky,
Vince Collins, serves as Chartered Organizational Representative
of Explorer Post 000 (Communications), and because of his past
Scouting experiences with Troop 000, serves as Assistant Scoutmaster to that
Troop.
His Vice President for Public Service, Janice Moore, serves as
Advisor of Explorer Post 000 (Communications) and as Chartered
Organizational Representative of Troop 000.
There is a policy (and it's late, so I'll have to confirm this
in the morning) that says that the COR CANNOT SERVE as the
primary leader (in this case Explorer Advisor) while being COR
too. Vince CANNOT serve as both Advisor and as COR...he's going
to have to decide which is more important to him (and his firm).
There's NOTHING wrong, however, with Vince and Janice serving as
associate leaders or as members of the committee (the COR should be a
non-voting member of the Committee anyways); however, Utah, both Vince and
Janice has to remember which role they are PRIMARILY serving (for Vince,
it's COR of Post 000; for Janice, it's Advisor of Post 000. Just because
Janice *chooses* to become the Advisor instead of the COR does NOT resolve
her from COR responsibilities with the Troop.
Now, most District Executives will never let this happen, whereby the head
of a chartered partner and someone else in the same chartered partner serves
as COR of another unit at the same time. They would rather have Vince to
serve as COR and ONLY COR of BOTH Explorer Post and Scout Troop; but it's
Vince's call as the head of the organization supporting the Post and Troop
to make. Some folks want their hands on EVERYTHING that is going on; others
would rather have others to make the decisions and to let him (the boss)
know what they did and if there's any problems that he or she should be
aware of.
I hope that the answers and the examples (all which are not
real-life people) I gave helps you out. I'll confirm the "COR and
primary leader...NOT!" rule in the morning, but I'm sure that
that is how the registration policy writes.
