It could be something that the Region "drew up" for the pros
to wear. When my Region was honored as a Regional Standard
Region (back in those days when we had those standards), Jack
Costa (whom was the Regional Exploring Chair, later National
Exploring Chair, and the CEO of Mack Truck Lines) sent me packs
of about 12,000 "silver bulldogs" and another package of about
100 "gold bulldogs" to pass along to the Council Explorer
President's/Officers' Association chairs and Presidents/Boatswains
in the Southeast Region as "personal recognition" of this
achievement. I mailed out 200 per Council, with one of the
gold ones to each EPA/EOA Chair. I had a LOT left over, and
they stayed in a drawer someplace until I gave them all out during
the 81 Jamboree as hatpins.
Somewhere, I still have a gold and a silver Bulldog. It could be
that those pros have something like that....
