Let me piggyback onto what Kathie wrote here. Councils SHOULD
become Quality Councils each year and their Districts SHOULD
become Quality Districts each year as well. The criteria for
Quality Council include a membership percentage increase over
the previous year, attainment of financial and unit goals over
the past year, program support to all of its units over the
past year as well as unit support in the way of the numbers and
types of Commissioners/Service Team members. Finally, there are
some optional items like the completion of a slate of Council
Committee chairs, summer camp/day camp operation and program,
and Boys' Life over the previous year.
A local Council which attains Quality Council for three successive
years, gets a LOT of bennies...among them, a (small)merit increase for the
professional staffs, selection for participation in
National/Regional "test beds" and field testing of new programming, and also
increased availablity of those professionals
deciding to move onward to do so with some sort of "priority" than
those belonging to Councils which have not been 'tagged' with
this honor...and it IS a BIG DEAL among professional staffs and
in SOME Councils!!
The professionals in whose District attain Quality District status
get a SMALL merit increase along with the status in their personnel files;
most importantly, it indicates that the professional AND his volunteers are
conducting a program which
meets the baseline of the BSA's program support standards.
Of course, when the pros win, the volunteers and in return, the
Scouts and Explorers in their Districts and Councils win BIG TIME.
Those Quality Councils and Districts are the "trendsetters" in
the BSA. That's why National comes around to "test out" new things in their
Councils, and that's why they continue to excel
to "retain" this honor year after year.

Kathie speaks the TRUTH here, gang....no professional is permitted
to wear the QD/QC pins!!!! This is truly a volunteer thing.
There's also a special Quality District and Quality Council patch
which can be ordered THROUGH THE COUNCIL for those members of
Quality Districts or Quality Councils. Additionally, to recognize
the volunteer team that made the plans and completed them, are
some nice (okay, cheap...some of them aren't so cheap!!) plaques
which can be presented to the leaders (the Key 3 or 5) and to
others (Explorer Chair, OA Lodge Chief, etc.) to recognize their
achievement. Professionals get a nice looking certificate, but
more important for them, annotations at the Regional office into
their personnel file that they were in a Quality District or
Council.

You need to get yourself a couple of those QC patches, Kathie!
*heheheheee* I was only able to be a member of two Quality
Districts, but in one case, we were a QD for four years straight
while in the other, we were only QD twice. However, the
Transatlantic Council was a QC for three of the four years in
which I was stationed in Europe (1984, 85, and 86).

this super way to recognize EVERYONE for quality teamwork!
