You're right about the "Council Staff member" concept there,
Hank! However, read onward....

No. As I just finished explaining to Jessica (who's down with
the flu and just asked me "Can they do this?"), yes, the Council
can and the professional may be following the direction of his
Scout Executive in carrying out his "staff member" duties.
If a National Program Emphasis for Day Camps this year is "Scouts
in Space", local Councils have the option of either ditching
this emphasis theme, or going along with it. Of course, if they
do go along with the theme, they receive a lot of "freebie"
program support from National. This includes preprinted flyers,
with space at the bottom or a side for the local Council to
personalize it, preprinted stock patches waiting for the name
of the District or Council to be added, pens, pencils, balloons,
buckles, nametags, sticky tags, well..you get the idea.
If the Council decides to "create their own theme", they don't
receive all of that "freebie support" and they are left to
design and create all of their items in connection with Day Camp.
One other bennie is that the program is "pre-scripted" by
National, so that the "trainup" time for District or Council
volunteers and parents helping with Day Camp is less than what
has to occur if the program was conceived and planned by the
District or Council's Cub team.
So, yeah, pros CAN dictate how the program will be run, when
the program will occur, and even what the program support will
look like. We can go around them, and do it ourselves, but with
a small budget for Day Camp, a lot of the support we would be
giving up wouldn't be worth the overall "costs" of getting the
career member of the District or Council "team" upset with us.

It sounds like, Hank, that either the Council chose not to have
a volunteer Council Day Camp chair (most Councils have one), they
have one but he or she is on "paper only" (some Councils have
that situation from year to year, getting the popular football or
basketball player/coach/former player to serve as Chair and other
than kicking off the Day Camps, he/she doesn't do much else), or
they have decided to let the professional "take the lead" (in
which I've always stated here is what keeps our program from
being more volunteer-ran...the idea that we HAVE to "let the
pros" do OUR work for us.
As I told Jessi, that pro can even call up and get a special
order flyer with the theme of the Day Camp and order up tees and
frisbees and other stuff using it!
