Well, I have discovered a place to get info on the Congressional Award,

Congressional Award Guidelines

Here's what you need to know...

The Congressional Award is voluntary, individual and
non-competitive. It is open to any young person aged 14 through 23,
whether fit or disabled, affluent or disadvantaged. Anyone can
participate. With the help of an adult advisor, you develop your
own program. Set up a specific goal in each section. Then pursue
your goals on your own time.
Here's how to do it:

1. Read the information here. Then fire off a postcard, asking for
a Registration Form and information packet from your state's
Council (the snail-mail addresses are on this site).
2. Pick an adult advisor, maybe a teacher, coach, scout leader, or
minister. He or she helps you set goals and carry out your
activities for earning the Congressional Award.
3. With the advisor's help, pick a validator for each goal.
Advisors and validators must be at least 24 years old, but
can't be a parent, relative or fellow student. The validators
should be experienced in what you are doing for that part of
the award, and will certify that you have met your goals. The
advisor can be a validator.
4. Write up your goals, and fill in the Registration Form. (More
advice about goals is coming up.)
5. Send your Registration Form and copies of your Goal Statement
Worksheets to the address they give you.
6. When you receive approval, go for it! Start working for the
award!

Congressional Award Council Addresses
Here are the addresses you can get a packet from. Just drop 'em a
postcard, saying: "I want to earn a Congressional Award. Please send
me a packet." Include your name, telephone number, and snail-mail address!

Numbers in brackets behind a state name indicate the congressional
district(s). If your state or district isn't listed (we update this site often,
but not daily!), or you can't figure out your district, ask for a packet from:
