I don't believe it is a national endowment campaign. I believe it is an
attempt by national to encourage local councils to improve their own
endowment campaign. I believe that national has added endowment funding to
a council's critical goals, wanting each council to have a large enough
endowment to provide a certain percentage of their operating budget by a
target date.
I believe the West Fellowship was created to give the local councils a tool
to aide them in this undertaking.
