Help for a new UC

I recently became the Unit Commissionor for 2 packs and 2 troops. At my
first commissioner's meeting it was mentioned that one of the packs was
having trouble and if I needed help to get in touch.
Well... Lo and behold the next night I got a call from a parent. It seems
that nothing is occuring at Webelos meetings and Pack meetings are a mess.
The Webelos den leader is also the Cub Master and he won't listen to anyone
and refuses to accept any help. Could I call a meeting to talk it all out?
She refered me to another women who was the former Cub Master. In addition
the Cub Master is also the son of the Troop's Scoutmaster.
I called the former Cub Master. She was also concerned but didn't want to
come on too hard because she knew how hard it is to work with someone looking
over your shoulder. But she wanted to meet.
I told her to talk with the committee chair if she wanted to hold a meeting.
He has to call it, it's his job. They called the meeting for this Sunday.
I wrote the Cub Master. I stated what happened and that if they want me to
mediate I will. It's my job. But I am not an authority figure, I can
suggest. I suggested he call me.
I also called my District Commissioner to fill him in.
I figure I need to make both sides listen to each other. I would prefer if
no one wore two hat but I won't bring it up. I figure I'll introduce myself
and explain what a commissioner does. Then listen to each side and make
suggestions if I can.
Now I know this might blow up in my face. I know I am in a very wierd
position especially as my first problem as a commissioner. Any suggestions?
My personal feel is that as a Cub Master or a Scoutmaster a Scouter should be
more or less in charge. He/she doesn't have to listen to every little
concern because he can't please everybody. I also know that if he annoys
enough parents they will vote with their feet (leave the Pack).
