INVITATION

The World Organization of the Scout Movement announces that the 19th World
amboree will be held at the end of 1998 and will be hosted by the Asociacion
de Guias y Scouts de Chile, as decided by the World Scout Conference at its
meeting in Bangkok. The office of the Interamerican Scout Region, and all
the national associations in the Region, will assist with the organization
of the Jamboree.

As hosts of the 19th World Jamboree, the Asociacion de Guias y Scouts de
Chile is pleased to invite all National Scout Organizations which are
members of WOSM to be a part of this important event, which is to take place
from 27 December 1998 to 6 January 1999.

In conformity with the new regulations for the organization of world
jamborees approved by the World Committee in session on 23 September 1995,
the information contained in this circular concerning the emblem, theme,
participants, programme, venue and registration fees for the 19th World
Jamboree were duly submitted to and approved by the World Committee in
session on 24 September.

PARTICIPANTS

Boys and girls who are between 14 and 17 years old on 27 December 1998, that
is, those who were born between 28 December 1980 and 27 December 1984, may
take part in the World Jamboree.

As for the previous Jamborees, the standard troop size will be 36 youth plus
four adult leaders. The troop should be organized into four patrols of 9
young people.

If your contingent does not have enough patrols to form a full troop, it
will be joined with patrols from other countries to form a troop. You will
need to provide one adult leader for each of your patrols in such a combined
troop. Service Staff are young people from 18 to 28 willing to undertake a
service job allocated by the Jamboree Organizing Committee. Service Staff
who have been accepted by the Organizing Committee may be included in the
national contingent. Applications must be made in advance to the Organizing
Committee.

Contingent Headquarters Staff are adult leaders who are needed to support
the contingent. They do not camp and eat with the troop/patrol. Because the
Jamboree is a youth event, the number of contingent headquarters staff is
limited as follows:

Contingents of up to 9 young people: 1 adult
Contingents of 10 tol 8 young people: 2 adults
Contingents of 19 to 36 young people: 3 adults
Contingents of 37 to 72 young people: 5 adults
Contingents of 73 to 144 young people: 8 adults
Contingents of 145 to 288 young people: 14 adults
Contingents of 289 to 576 young people: 22 adults
Contingents of 577 to 1152 young people: 30 adults
Contingentsof 1153 to 2304 young people: 40adults
Contingents over 2305 young people: 50 adults

Members of the World Association of Girl Guides and Girl Scouts (WAGGGS) may
take part in the 19th World Jamboree under the conditions agreed between
WOSM and WAGGGS; as specified below:

-For National Scout and Guide associations (i.e. those which are
members of both WOSM and WAGGGS), invitations to World Jamborees and other
similar events are addressed not only to WOSM-registered youth and adult
members, but also to those members registered with WAGGGS.

-Youth and adult members of National Girl Guide/Girl Scout associations
(i.e. which are members of WAGGGS only) may attend such events with the
agreement of the WOSM organization in their country. In all cases, Girl
Guides/Girl Scouts attending such events will be part of the respective
national contingents; there will therefore be no WAGGGS contingents.

REGISTRATION FEES

The registration fees for the 9th World Jamboree have been set in agreement
with the World Scout Committee, using a tiered system based on the same
criteria as the WOSM proposal for the new world fees system.

Consequently, there are four levels of registration fees, in accordance with
the Gross National Product (GNP) per capita of each country. The fees have
been set in US Dollars and are as follows:

- Level A: US$ 180.
- Level B: US$ 320.
- Level C: US$ 480.
- Level D: US$ 650.

For contingents which make their fee payments before the following dates,
fees are reduced as follows:

Payment before 30 July 97 Payment before 31 December 97
- Level A: US$ 162. US$ 171.
- Level B: US$ 288. US$ 304.
- Level C: US$ 432. US$ 456.
- Level D: US$ 585.- US$ 618.-

Reduced fees for early payment are only applicable to payment of the
complete registration fee. However, an association may pay the full fees for
part of its contingent before the deadlines indicated and enjoy the discount
on those fees, while the fees for the rest of the contingent must be paid at the
full normal price.

DEADLINES FOR REGISTRATION AND FEE PAYMENT

The deadline for formalising the registrations of participants in the
19th World Jamboree is 30 June 1998.

Registrations will only be considered valid if there is a payment of at
least 10% of the amount of the respective fees. In the case that these
registrations are subsequently withdrawn, this 10% is not refundable.
However, if the advance payment has been more than 10%, the difference will
be refunded.

The final deadline for completing payment of registration fees will be
30 September 1998.

All fees paid after this date will carry a surcharge of 5%.
