Pat,

This is covered in the "Advancement Committee Policies and Procedures" book
that your district and council Advancement chairman should know both
forward and backwards. I do not have a copy with me at work, but if memory
server me right (I fortunately have not had to deal with this type of
situation) he would have needed to have completed the requirements ecxcept
maybe the Board of Reivew in order for you to go ahead with this.

Since the scout had not yet obtained district/council approval on the
project, I do not think this is possible. Please check with your District
Advancement Chairman and make sure he quotes you from the book. (In the case
my memory is shot!

Sorry, I could not brighten up your day a bit more with better news. In
any case have someone look it up and be sure what I told you IS correct.
