Another hat/Another hour -question for Dist/Council Advmnt types

I have been quiet recently, just too busy I guess, but I did want to
announce that after our Council dinner on February 2nd, I will become
the new Council Advancement Chairman for Catalina Council in Southern
Arizona.
I expect things to be a bit lively because the Council Executive Board
would like to see our Eagle Boards of Review (BoR) and Project Approvals
standardized across the Council. Currently we do Unit level Eagle BoR.
When the VP for Program (who is responsible for advancement in our
council) discussed this at the district leadership conference, he
stirred up some emotions by suggesting that we do Council Eagle BoR.
Many, including myself thought that he was stating that the Board wanted
Council Eagle BoRs. (It was after the conference that they finally got
around to talking to me about the Council Advancement Chair position.)
I am looking for some input (PLEASE EMAIL TO ME DIRECTLY at
chaggerty@bpa.arizona.edu, and do not tie up the list with responses.)
After discussing this with the Council VP of Program, I have found that
I actually have a lot of leeway. Standardization is the key word. So I
need to know methods used by other councils to standardize their Eagle
Boards/Project approvals. What works well and what has been a problem.
Catalina Council is an urban/rural Council. With three districts in
Tucson, one in Nogales (maybe three Eagles a year) and one covering
Cochise County in SE Arizona. (Five districts and Exploring division.)
The most vocal opponent to Council BoRs was the Chair for the largest
District in Tucson. Three of the districts, Cochise and two Tucson
Districts average about 30 Eagles a year (council averages 120-130
Eagles a year).
Any ideas and suggestions you may have to help me implement a program
and structure for standardizing our Eagle Boards of Review will be
