So far, this is the way the BSA intended local Councils to handle the process.
All Mr. Bill and the Council Registrar are doing are those things that the UNIT
LEADER and COMMITTEE should be insuring. It's never approved the first time
partly I'm sure because your Council has a history of Scouts earning badges and
NOT having them posted to the Advancement summary (to which the Registar looks
at for confirmation) by your DE or Advancement Chair (Mr. Bill).

The Registar is NOT correct, and should have been told that according to the
CURRENT version of the BSA's Advancement Procedures booklet, that as long as
the Scout
completed ALL requirements less the Scoutmaster's Conference and the Board
of Review
prior to his 18th birthday, that the application can still be processed and
forwarded.
This is something which the National Eagle Scout Service and the National
Board of
Review has NOT waivered on.

It will be accepted, as long as the Council Executive signed the
application. The letters are just to cover Mr. Bill's backside and were not
necessary, unless there
was some OTHER matters present which prevented the Registrar from processing
the application (like what I stated earlier, if the merit badges were not
posted to the District summary where she can verify it, or if there was no
advancement report
processed (or if it was sitting on someone's desk at the Council office, not
posted and forwarded).
Mr. Bill has a backup, and it's the District Executive or Associate in your
District.
This could have been prevented by this person's intervention, and I'm quite
sure that
your Council Executive will be talking with this young man or woman (or
team) to insure that this doesn't happen again. Mr. Bill might also be
"talked into" having a backup
person in case he decides to go on vacation or out of town.
We sometimes forget that the role of that (those) professional(s) is to do
those tasks for us when we are unable to do so, and his or her signature is
just as good (or better
in some cases) than our own. However, we get "stuck" in some sort of
"protocol" between what the role of the volunteer is and the role of the
professional.
A good District professional would have NEVER let his boss's boss handle
what could have taken two signatures and a handshake.
