I think this is an (at least slightly) misstated POV for the national
organization. What they are saying is that you can't "string along" a
boy saying everything is OK through his Life progress award/rank and then
change your mind at the BOR. If there is a problem, take action sooner
rather than later. If a boy who is Life stops attending, take action to
deregister him -- its easy enough to reregister him if you made the wrong
decision (and then you come across as being concerned for the boy because
you expedited repair of the situation, anyway). The National POV,
IMHBCO, is that a boy doesn't suddenly become ineligible for Eagle in the
period after completing Life and the unit isn't doing its job if an
applicant gets to the BOR unscathed and the BOR turns him down. In that
case, the boy wins (sorry unit!).
