Paying dues is not a requirement for advancement, but it might be a
requirement for the troop to re-register a scout. Most of the units I am
familiar with require that dues be up to date at least annually (at time of
rechartering). Maybe I'm a bit simplistic in my approach but I would not have
re-registered the scout at last recharter. Not registered=no advancement.

Before someone jumps on the issue, I have always sought to accommodate a
scout whose family could not afford the dues--whatever they were. There were
always ways to handle it. But, this scout seems to be just not doing it!
