On the original Q of the boy who is behind in dues and fail to show up for
outings I can only add the suggestion that the problem may have another root
cause perhaps best addressed by the SM or an ASM in a conference with the boy.

In the case of the immature scout lacking skills, perhaps it is too late to
hold up Life advancement. One concern should be: what is the troop committee
doing with the results of the BOR feedback to improve the troop program?
Specifically, has this problem been addressed with the SM?

Paul talked about the specific skills being ancillary to the development of
the person, which may be true, but if a boy is involved in the program and
must use these skills either for himself or to teach others, reinforced
learning should take place. Both development and skill acquisition should
happen together.

And you should make this happen within that hour each week ;-). YiS
